Within 50 percent meaning clan of 10 can attack clans with 20 or less clans of 100 can attack clans of 50 up to clans of 200 members. And no dropping below 10 or u lose current war status: this would promote larger clans

And by members i didn't meant members count only, i meant levels as well, Clans will be graded according to their members levels count and members count as well, and then put up into a grade, and clans of similar grade can attack each other only, and no senseless wars would be there by this in which lvl 5000 player alone do whole job for his clan, and little level guys stay dead under him of the other clan.

It will bring balance in warring clans. And grading will ensure no strong crush weak and there will be certain range in those grades, so little bit high low levels would already be there.
